You will serve as a PROGRAM ANALYST in the COMMAND ELEMENT BRANCH, TOTAL FORCE STRUCTURE DIVISION, CAPABILITIES DEVELOPMENT DIRECTORATE of MARINE CORPS COMBAT DEVELOPMENT CMD.
Duties
You will serve as the Assistant Branch Head for the Command Element (CE) branch, Total Force Structure Division (TFSD).
You will participate in Marine Corps Force Development Plan Phases I through V within Joint Capability Area one through nine
You will participate and provide Subject Matter Expertise (SME) in capabilities analysis efforts, ensuring alignment to concepts, concept of operations, designated defense planning scenarios, and other guidance provided by director TFSD.
You will analyze force structure issues and initiatives which involving Marine Corps Command Element (CE) units. Performing qualitative and quantitative analysis of Marine Corps CE force structure requirements.
You will develop and evaluate alternative plans and concepts for the allocation of force structure within the CE ensuring the Command Element segment of Marine Corps force structure is balanced, affordable and provides optimal support.
You will monitor all USMC external, joint, allied, and international exchange billets relating to the CE.
You will represent CE in Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facility/Costs (DOTMLPF/C) assessments ensuring participants are making informed decisions on manpower and equipment issues across the spectrum of the CE.
You will analyze proposed Table of Organization and Equipment Change Requests (TOECRs) to determine the impact on readiness and capabilities, provide the branch head with recommendations for approval, disapproval, or modification.
You will participate in surveys, audits, and analysis of CE activities to ensure manpower and equipment resources are being utilized to support mission accomplishment most efficiently and effectively.
You will initiate and maintain liaison with functional experts and technical specialists throughout Headquarters Marine Corps and DC, CD I to assist in validating and prioritizing CE force structure requirements as required.
You will integrate Navy structure requirements for the CE Branch through coordination with the TFSD Navy Branch to ensure TFSMS and the Navy Total Force Manpower System (TFMMS) stay in sink.
You will assist in ensuring all branch personnel are processing TOECRs in accordance with established procedures prior to submitting them through the Total Force Structure Management System (TFSMS) for final approval.
You will assist the Branch Head in leading the development and sustainment of the branch force structure skills through the branch and division training and development programs.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: recommending and preparing documentation for capabilities development AND reviewing mission-oriented (e.g., Joint Capabilities Integration and Development System) programs for measuring effectiveness, goals and objectives.
