Duties
This Intelligence Operations Specialist position is located in Intelligence & Analysis (I&A), Threat Information Sharing Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Conducts appropriate research to obtain the information needed to prepare correspondence and the ability to draft responses with subject matter experts in order to provide timely and accurate responses to technical inquires, reviewed by senior analyst or branch manager.
Operates within the intelligence community analytic standards, including Intelligence Community Directive (ICD) 203/206 compliance. Collaborates with section staff to address diverse, complex issues impacting the transportation industry.
Advises on the use and understanding of intelligence sharing techniques to coordinate and collaborate dissemination of intelligence related reports or products.
Applies policy, tools, and processes relevant to the protection and resilience of DHS critical infrastructure, including government strategies, organizations (Information Sharing Analysis Centers, etc.) and protocols.
Functions as liaison with transportation sector stakeholders in order to sustain engagement and codify industry and government requirements. Use experience preparing intelligence products to appropriately facilitate communication or provide communication strategies.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), must possess one full year (52 weeks) of specialized experience equivalent to the SV- I (GS-13) in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following:
Experience identifying threats to the transportation environment and coordinating the sharing of intelligence related reports or products; and
Experience with engagement and collaboration with government agency partners and transportation private sector stakeholders; and
Experience using the intelligence community ana lytic standards; including Intelligence Community Directive (ICD) 203/206 compliance and command use of technology collaboration tools, such as INTELINK suite· of tools; JWICS (C - LAN, TINMAN, etc.), HSDN and unclassified systems (HSIN, etc.); Intelligence Community (IC) Information Technology Equipment (ITE), IC Spaces; and open-source tools.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
