The VA Eastern Colorado Healthcare System is recruiting for an Administrative Officer, (AO) in the Clinical Operations and Group Practice Service located in Aurora Colorado. The AO is responsible for the administrative arm of Clinical Operations and Group Practice Service Line, and supervises three (3) program support assistants (PSAs).

Duties

This is a temporary promotion, not to exceed 120 days and may be extended at the needs of management. This position may be made permanent non-competitively. Further remote approval will be required if this position is made permanent. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. The appointment to a temporary position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Duties include, but not limited to: Assists in position management, requesting funding for the filling of vacant positions, and the establishment of new positions. Serves as the Administrative Officer for the Clinical Operations and Group Practice Service. Liaison to Human Resources for service recruitment and personnel onboarding work. Analyzes and prepares business plans, budget submissions, monitors fund control points usage, manages personnel and space issues. Maintains and improves health care system delivery by developing better programs and policies, and improving resource utilization. Provides oral and written reports and recommendations to Supervisor/Management on projected budget requirements of the service based on an analysis of projected needs. Formulates and submits a budget plan each fiscal year in addition to previous periodic adjustments. Manages procurement and contracting as the Contracting Officer's Technical Representative (COTR). Reconciles and administers all Electronic Inventory Listing accounts for prompt reporting of excess equipment. Provides assistance for the maintenance of equipment and facilities. Schedules meetings for the Service Chief as needed. Provides administrative support to include data analysis, resolving discrepancies, and tracking deadlines for agenda items. Participates in the organization's planning process, reviews and analyzes budgetary and fiscal data. Develops, evaluates, and recommends modifications to organizational structure and systems to achieve program goals. Participates in the gathering, analysis and interpretation of workload and other data used in resource planning and projection. Provides data driven information and explanations of financial management data definitions, data validation, data acquisition and data modeling. Performs office automation duties using such software applications as electronic mail, spreadsheet, and/or database Prepares and/or assists in the initiation or revision of administrative policies. Attends meetings as assigned, records and/or transcribes and distributes meeting minutes, and follows up on action items with appropriate staff members independently, on behalf of the Service Chief. Provides administrative support for the office, ordering supplies, and provides automation support as needed for automating and retrieving information for reports responsible for preparing and/or coordinating all reports. Develops, formulates, justifies, and provides all essential data for the annual budget forecast submissions. Performs work related to the ongoing support of the human resource information system, such as maintaining, creating and modifying human resource databases, providing user training. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: One of the following: 7:00 am to 3:30 PM, 7:30-4:30 PM, or 8:00AM to 5:00 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024. GS-9 requirements: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least a grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Managing the daily operations of office administrative functions; Purchasing/keeping track of supplies and equipment; Updating and executing a program's budget; Creating, editing, researching and processing human resource issues and documents; Processing financial transactions; Utilizing data tracking or repository computer software; Developing level knowledge of standardized administrative practices and procedures; Developing skills in performing analytical duties; and Application of accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one of the following: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. Compute by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. Preferred Experience: Administrative support, ADPAC experience, timekeeping, contracting, budget/forecasting, recruiting/onboarding, supervisory experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level.
