The VA Eastern Colorado Health Care System (VAECHCS) Research Service is a large VA research program. Supported by the Department of Veterans Affairs, the program contains a broad portfolio of research spanning basic sciences, to participation in large multi-site, late-phase clinical trials.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Serves as the budget officer with full responsibility for the administrative and technical processes of budget planning, formulation, execution, and analysis. Develops, directs, and coordinates a complete accounting program which includes: the research appropriation, Medical Center appropriations, special purpose funding, reimbursables from affiliated Non-Profit Corporations, academic affiliates, and other research partners. The Director of Research Operations (DRO) must devise and oversee a financial program that is compatible with VA regulations and guidelines and must accurately reflect the overall financial status of Research Service and investigator or activity. Establishes and maintains a procurement system for expendable supplies and equipment to address the needs of the Research Service in meeting day to day and overall objectives as well as the management and inventory of property. Reviews all proposals and applications submitted for VA funding, including Merit Review, Career Development, Special Emphasis Programs, Shared Equipment, and other requests for funding (RFAs). Reviews budgetary requirements for personnel, equipment, supply, and service requirements and reviews letters of intent and research proposals to ensure program relevance and conformance with published guidelines. Develops, implements, and maintains an effective means of research program review and evaluation to ensure compliance with local and federal policies and directives. Inspects and reviews research program for certifications and accreditations. The DRO directs the creation of mandated reports in addition to overseeing on-site and remote visits and reviews. Coordinates for-cause inspections and audits conducted by the VA Office of Research Oversight, Federal Drug Administration, VA Office of Information and Technology, and the VA Research Information Protection Program. Qualifications

For GS-13: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of an Administrative Officer at the GS-13 grade level. This experience must have been equivalent to GS-12 grade level in Federal service. Specialized experience is developing, implementing, and maintaining an effective means of research program reviews and inspecting and reviewing research program for certifications and accreditations; planning research budgets and developing newly funded research positions; coordinating research activities with research programs at other facilities, academic affiliates and institutions, non-profit corporations, or various community groups. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary within an office environment. Some walking within the medical center to clinical and laboratory research locations and other support locations (OI&T, Facilities Management, Investigational Pharmacy) is required.
