The Administrative Officer (AO) for the Packers and Stockyards Division serves as a focal point for ensuring the orderly and effective operation of the regional office and branch and the timely preparation of mission-critical reports, briefing materials, and correspondence. Advises the Regional Director and Branch Chief on highly sensitive personnel matters and provides guidance to regional office supervisors.
Duties
The duties may include, but are not limited to:
Planning, organizing, and directing the regional office and branches' administrative functions, including budget and finance, personnel, procurement, property, fleet, and administrative services.

Serve as the technical authority and consultant to management on all budget and cost analysis activities for the regional office and branch.
Analyze and provide a full range of liaison services to support the administration of a complex budget involving Division and Program administrative expenses.
Prepare written justifications supporting requests for funds required to carry out the branch and regional office operations and prepares budget documents for each activity.
Plan and conduct comprehensive analytical studies to improve organizational structure and staffing levels.
Review and comment on management plans and proposals.
Provide advice and recommendations to the Regional Director and Branch Chief regarding personnel management.
Analyze human resource requirements and capabilities for current and projected workloads.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates:
- Experience in planning, managing, executing, evaluating, and facilitating a full range of administrative activities such as contracting and procurement, management analysis, human resources management, budget and financial management, and support services.
- Comprehensive and detailed knowledge and understanding of federal government budgetary methods, practices, procedures, regulations, and OMB Guidelines.
- Experience in developing and recommending detailed plans, goals, and objectives for the long-range implementation and administration of the mission-oriented program(s).
- Planning or leading projects or teams, including assigning work, setting priorities, and providing feedback on work assignments.
Note: There is no education substitution for this grade level.
