Located within the VA Eastern Colorado Health Care System Research Service, this position serves as the Administrative Officer - Director of Research Operations, with responsibility to plan, develop, and direct the administration of the Research Service. The research program maintains a highly collaborative partnership with affiliate academic institution, and contains a broad portfolio of research, ranging from basic sciences, to participation in large multi-site, late phase clinical trials.
Duties

Major duties and responsibilities include:
Assumes full responsibility for the day-to-day operations of the Research Service
Conducts surveys of utilization of space, manpower, and equipment
Serves as a member of the Research and Development Committee and its subcommittees as they relate to budget, personnel, space/resources, equipment, safety, animal subjects, human subjects, and overall program compliance
Supervises all personnel assigned to Research Administration
Prepares position descriptions and performance requirements
Plans work to be accomplished by staff, and establishes priorities and schedules for completion of work
Evaluates work performance
Provides advice, counsel, and instruction to employees on both work and administrative matters
Identifies and arranges for developmental and training needs of employees,
Serves as the budget officer, with full responsibility for the administrative and technical processes of budget planning, formulation, execution, and analysis
Coordinates the acquisition of supplies, reagents, equipment, and services.
Oversees the management, utilization, repair, and replacement of research equipment
Advises and makes recommendations on research personnel operations and personnel utilization
Reviews letters of intent and research proposals to ensure program relevance and conformance with published guidelines
Provides technical guidance to the scientific community in planning, coordinating, and evaluating proposed research projects and programs
Advises on grant funded research, obtaining peer-review grant funding, and publishing manuscripts in scientific journals
Develops, implements, and maintains an effective means of research program review and evaluation to ensure compliance with local and federal policies and directives.
Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of line program operations in meeting established goals and objectives
Develops life cycle cost analyses of projects and performs cost benefit or economic evaluations of current or projected programs
Analyzes new or proposed legislation or regulations to determine impact on program operations and management
Develops new or modified administrative program policies, regulations, goals, or objective
Performs other related duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

To qualify for this Administrative Officer - Director of Research Operations GS-13 position, you must have: At least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Administrative Officer - Director of Research Operations, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is experience serving as a supervisor, program manager, or team lead in clinical research setting, where you were responsible for or assisted with the administrative aspects of a medical research program, to include budgeting, regulatory compliance, program analysis, personnel management, and protocol management. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, within an office environment. Requires some walking within the medical center to clinical and laboratory research locations and other support locations.
