You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the CAPABILITIES DEVELOPMENT DIRECTORATE of MARINE CORPS COMBAT DEVELOPMENT CMD.
Duties
You will serve as the Business Operations Manager, Operations (OPS) Division, Capabilities Development Directorate (CDD).
You will provide CDD-wide management and support in the areas of administration, personnel, fiscal/budget, contracting, security and government travel.
You will perform senior level supervisory and managerial functions that provide coordination, synchronization and integration of all business operations activities for a Directorate of over 300 military, civilian and contractor personnel.
You will be responsible for all fiscal budgeting and execution actions within CDD. Supervises the preparation and management of the annual CDD budget.
You will advise the Director, CDD (Brigadier General), Deputy Director, CDD (Colonel) and eight Division Directors (Colonel’s) on the management and most effective utilization of Directorate fiscal and personnel resources.
You will manage daily support functions, analyzes and implements courses of action for improvement.
You will conduct managerial meetings and/or IPT's as required in the various functional areas associated with CDD's mission. Oversees fiscal functional areas for the Director, CDD.
You will coordinate and conduct activities associated with CDD budget development, financial planning and execution.
You will assist the OPS Director in his role as integrator supporting the Marine Corps Planning process.
You will participate in the long range planning of activities, new initiatives, and program changes. Reviews USMC portfolio analysis products as well as technical aspects supporting programs of record.

- You will be required to obtain and maintain an interim and/or final top secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: implementing and developing long-range plans to meet objectives (e.g., with regards to organizational programs and functions) AND making recommendations on long-term budget and funding profiles.
