This position serves as the Director for the Sports and Fitness Division, Program, Fleet Readiness Department (MWR), Naval Support Activity Panama City (NSA-PC), Florida. The function of the Division is to provide an extensive and comprehensive total sports and fitness program for active duty, family members, retired military and authorized civilians. The sports and fitness facilties in which these programs are conducted are located throughout the installation.

Duties

MAJOR DUTIES: Serves as the Director for the Sports and Fitness Division, MWR Department, with responsibilities for planning, developing, organizing, promoting, coordinating, executing, evaluating and supervising a comprehensive and total fitness program for active duty military, retired military, family members and eligible appropriated fund (APF) and non-appropriated fund (NAF) Federal employees ensuring excellence in customer service. Sports and Fitness activities include, but are not limited to: intramural sports leagues and tournaments, swim lessons, open swimming, lap swimming, personal training (Health and Physical Activity Readiness Screening, physical fitness assessments, and individualized exercise prescription); Cardiopulmonary Resuscitation (CPR) and First Aid training and instruction; Group exercise (such as but not limited to: Step Aerobics, abdominal classes, cardio boxing, sports conditioning, injury prevention, power low step circuit, slide aerobics, aqua aerobics, and martial arts. Outreach programs, massage therapy, lecture series (body composition, exercise and stress, weight training, nutrition, anatomy, exercise physiology, and energy systems); and special events (race series, health and fitness fairs, and youth fun and fitness). Additionally, lead instructor for the NAVY Exercise Leader course, serves as subject matter expert to Command Fitness Coordinators for the NAVY Physical Readiness Program (PRT). Manages and directs the care of sports and fitness facilities to include: fitness center, gymnasium, swimming pool, racquetball courts, tennis courts, softball fields, outdoor basketball court, and roller hockey court. Coordinates with engineers, safety and other related technical sections in the requirement for repair and maintenance of fitness facilities and the installation of new and disposal of old equipment. Prepares and manages all fitness administrative matters to include but not limited to: briefings, letters of operation, standing operating procedures, special reports, management narratives, after action reports, etc. Prepares and executes requirements for both APF and NAF budgets. Prepares and submits justifications relating to program and activities, including APF/NAF funding, personnel, facilities, supplies and equipment. Reviews NAF financial statement and analyzes reasons for significant variances between executed and projected results. Conducts inventories and utilizes appropriate purchasing procedures to acquire new equipment and all cash handling procedures to include: collection, receipt, safeguards, and deposits of all monies collected for fitness programs. Develops internal control policies, procedures and instruction and ensures all employees understand and comply with these directives. Incumbent supervises and mentors all civilian and military personnel assigned to the Sport and Fitness Division. Coordinates all personnel actions to include recruiting, interviewing, and selection. Develops performance standards, and nominates personnel for performance and other awards. Establishes and implements open communication, morale enhancement, leadership development and Total Quality Management within the division. The incumbent acts as Contract Officers Representative and develops statement of work for all Fitness personal and non personal service contracts. Maintains close liaison with Installation Agencies in the recruitment of military volunteers. Actively supports and complies with all Special Emphasis, EEO, and Affirmative Action Programs. Conducts an active public relations program and publicity program using all available media resources. Establishes and maintain a working relationship with other military installations and community organizations to promote and exchange ideas, program and customer service. FACTOR 1: KNOWLEDGE REQUIRED BY POSITION: A degree in Recreation, Exercise Physiology, Exercise Science, or related field is desired or five years experience within the fitness field. Knowledge gained through extensive experience which enables the employee to competently and independently plan, develop, supervise, and conduct a diversified fitness program through proper application of fitness principles, concepts and techniques that relate to the specific needs and interest of the military community. Comprehensive knowledge of financial management and extensive experience in budget and necessary skills to manage and execute expenditures within the prescribed budget. Knowledge of cash handling and internal control procedures of all available resources and the skill to implement such procedures. Comprehensive knowledge and experience in personnel management and administration to include: position management and classification for NAF & GS employee recruitment and selection; employee training; performance review and appraisal process; leadership development; EEO and Affirmative Action; and employee/labor relations.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • Must be able to work varied work schedules to include split days off, evenings, weekends, and holidays.
  • Must be able to obtain and maintain a Cardiopulmonary Resuscitation and First Aid certification.

Specialized experience must demonstrate the following: Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results. Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment. Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and aquatics activities and individual and team sports. Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness. Knowledge of military physical fitness standards and testing procedures. Knowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports. Ability to perform the full range of supervisory duties. Knowledge of CNIC's EEO policy and procedures. Knowledge of NAF and/or APF budgeting processes including ability to prepare budgets. Skill in the use of Microsoft Office Programs (e.g. Word, Excel, Power Point, Outlook). Knowledge of safety, fire and environmental regulations and procedures. Ability to develop and effectively deliver presentations and/or training. Skill in developing and adapting new methods, approaches and procedures for the most effective management of a fitness program. Ability to communicate effectively both orally and in writing. Education

This position does not have education requirements in order to be eligible, but does have experience/certification requirements.

A qualified candidate must possess at least two of the three elements listed below:
a) professional certification from a National Commission for Certifying Agencies (NCCA) or Distance Education Accrediting Commission (DEAC) accredited health/fitness organization;
b) competency in business and the design and delivery of exercise programs; and
c) at least three years of experience in the fitness industry/field for civilian personnel.

This position does not have education requirements in order to be eligible but does experience/certification requirements.
