About the Position: This position is located at Irwin Army Community Hospital, Fort Riley, Kansas. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Duties

Perform work measurement, methods and procedures, benchmarking, and/or time engineered studies to improve production efficiency. Serve as the Hospital's service contract representative. Compile data concerning areas to be serviced, supplies and equipment to be used, methods and procedures to be used, technical standards of performance, etc. Track projects through the procurement process and work with the appropriate Region or Installation Contracting Office. Develop and maintain the required data and files for reports. Assist hospital departments to develop health and administrative service requirements. Analyze data and trends for current staff on board and those departing.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees may be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Acquisition and Contracting Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer SkillsContracting/ProcurementOral CommunicationProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
