You will serve as a PHYSICAL SCIENTIST in the INTERNATIONAL PROGRAMS DEPARTMENT FOR COMMANDER of COMNAVMETOCCOM.
Duties
You will manage Naval Oceanography international program efforts.
You will facilitate information transfer to promote efficiency in international cooperative data gathering programs and ensures activities
are aligned with Naval Oceanography, DoN and DoD strategic intent.
You will review projects with international elements for operational and policy feasibility and to optimize utilization of agreements as a cost-efficient force multiplier and data collection asset.
You will provide oversight and guidance for the management, planning, coordination, drafting, negotiation, conclusion, and execution of agreements and related programs.
You will assess agreements and develop meaningful and decision-ready metrics to determine the return on investment for the Commander
You will attends national and international conferences and meetings, representing the U.S. Navy in both technical and policy capacities, for matters concerning international agreements and information exchange, release and disclosure.
You will resolve issues that significantly affect METOC programs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating with high-ranking foreign government/military representatives through formal cooperative programs and agreements.
Experience carrying out assignments and procedures as they apply to foreign disclosure, ensuring responses are timely, accurate, and operationally sound, and within U.S. regulatory guidelines.
Experience assessing external and internal strategic policies and translating them to actionable international collaboration.
Experience interpreting international agreements, theater security cooperation and assistance policies, and engagement strategies.
Experience applying oceanography, meteorology, precise time, astrometry, and/or GI&S capabilities in order to deal with international and DoD disclosure processes and procedures.

Basic Requirements:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
