Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Public Health Analyst, you will use your knowledge of and experience to optimize business results and customer experience by: Leading efforts to promote the application of performance measurement, evaluation, and management as a means to significantly improve the quality and effectiveness of programs administered by the Center for Mental Health Services (CMHS). Developing and assisting in the oversight of the implementation of plans and strategies for improving results and outcomes of CMHS-sponsored programs through the use of performance-based evaluations. Participating in the development and training of staff on program data collection, analyses and quality review of grantee reported data (e.g., Infrastructure Development, Prevention and Mental Health Promotion (IPP) entry results). Serving as the Contracting Officer's Representative (COR) for a portfolio of contracts in the assigned specialty area. Leads the development of the Request for Contract (RFC) packages. Serving as an advisor and subject matter expert in the areas of program data collection and analysis, the application of program data in measuring program performance and improving outcomes and results. Supporting the management of CMHS data including storage, updates, access, and quality control.

Qualifications

WHAT WE ARE LOOKING FOR To qualify for this position at the GS-14 grade level, you must possess the following qualifications: SELECTIVE FACTOR: This position requires the incumbent to serve as a Contracting Officer's Representative (COR) for a portfolio of contracts and leads the development of Request for Contract (RFC) packages, and a COR, level II certification or higher is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. -AND- Basic Qualifications: Must have experience that provided: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. -AND- Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-13 grade level in the Federal service performing at least three (3) of the following: Utilizing a wide range of advanced qualitative or quantitative tools for the assessment of public health program effectiveness. Using statistical software to handle data management and analyses. Developing both qualitative and quantitative reports including data visualization (e.g. graphs and charts) reflecting data analysis and trends. Designing and monitoring data collection processes and procedures for large datasets. Experience overseeing federal contracts including procurement as well as contract management and oversight. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
