You will serve as a Program Analyst in the Consolidated Card Program Management Division (CCPMD) of CNSSC OPERATIONAL SUPPORT FIELD.
Duties
You will serve as an analyst for daily operation of the charge card program.
You will review and recommend changes to charge card policy to comply with law and higher-level procurement and financial management policies.
You will to ensure effective and efficient program management and compliance by analyzing and evaluating all facets of the program, and assessing whether performance may be adopted to improve charge card program performance and reduce cost.
You will plan, organize, and execute complex work providing advice or recommendations to senior management, including influencing managers and officials to accept or implement recommendations on organizational improvement or program effectiveness.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
I have one year of Program Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying a broad knowledge of Program Management principles to include project management, financial, contracting and logistics processes. I utilize a knowledge of DOD and DON Charge card (e.g. Government Purchase Card, Travel Card, Fuel Card) policy and procedures and financial management systems to carry out complex assignments, recommend new methods, approaches and procedures, and translate procurement and financial requirements into an operational Charge Card program. I apply analytical evaluative methods and procedures utilizing management studies to determine the efficiency, effectiveness and provide operational support for DOD/DON Charge Card programs. Examples of specialized experience may include the following: 1) Analyze charge card program facets to ensure effective and efficient program management and compliance; 2) Review Charge Card policy and making recommendations to comply with established procurement guidelines, financial management policies, and law; 3) Interpret charge card policy and respond to inquiries; 4) Provide support and complete tasks using electronic systems, applications, and software to facilitate account management, system access, data mining, audits, and data calls; 5) Ensure content of all databases through organization are current, relevant, and non-duplicative; and 6) Engage with program participants, stakeholders, customers, and bank providers for the purpose identifying, analyzing, and recommending potential solutions and/or business process that address issues and obstacles for the Charge Card Program.
