You will serve as the Group Financial Analyst for the Corporate Business Analysis Group of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will keep upper management informed and advised on administrative and any other associated issues that require management action. You will be responsible for business planning activities within the department to ensure compliance with strategic mission, vision, and goals. You will be responsible for all aspects of personnel management including: recruitments, reassignments, realignments, promotions, relating position management packages, maintaining a variety of reports, and data base personnel files. You will support the Pay Pool Manager and Admin during reviews across all Departments within the Group. You will be responsible for Group Level financial tracking, planning and analysis, funds allocation and reporting, resource planning, financial performance measurements, strategic planning, business case analysis, and manpower and trend analysis.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Identifying, analyzing, and resolving a range of budgetary, personnel, and administrative problems (including formulation and review of budget estimates, review of personnel actions, and hiring methods); 2) Extracting information from Navy Enterprise Resource Planning (NERP) or similar system to perform data analysis; 3) Interpreting budgetary and personnel policies, procedures, and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
