Applications and Platform Services within the Office of the Chief Information Office is seeking a highly skilled IT Specialist. This role will oversee configuration, deployment and optimization of software, work with stakeholders to identify requirements and priorities, implement enhancements, resolve technical issues, drive alignment between technology and business objectives, and monitor/maintain applications.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provide guidance, interpretation, and implementation oversight of applicable policies, processes and/or practices pertaining to assigned applications.
Identify requirements, implement enhancements, and ensure resolution of technical issues.
Monitor, maintain, support and troubleshoot applications.
Serve as Subject Matter Expert (SME) for assigned application area(s) and provide business support.
Independently work with stakeholders to understand the business's needs, to define requirements and to contribute to prioritization efforts.
Work with NASA stakeholders and IT support contractors to ensure business requirements are met given available budget and time constraints.
Provide direction and support proper product and project lifecycle reviews (design, development, testing, operational readiness, release) for custom and off the shelf systems and applications.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
You may meet the basic requirements through substitution of education for experience as follows for the GS-11 level:
To qualify at the GS-11 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Planning, coordinating, and/or assisting in the development of an IT functional area;
Assisting in writing project and test documentation to gather business requirements;
Assisting in the review of policies, standards, and/or guidelines relating to software.
OR
b) Completed all requirements for a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more of fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Planning, coordinating, and/or performing systems design and development of a major IT functional area;
Planning, scheduling, estimating, and/or monitoring project progress and associated development and operational costs;
Writing project and test documentation, gathering business requirements, translating business requirements into technical solutions.
To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Monitoring, developing, planning, and/or recommending solutions for the management, development, and execution of software project plans including performing IT system analysis and design;
Evaluating and customizing software for major systems and accommodating changes/modifications to existing systems;
Providing advice and counsel to management on the capabilities of applications.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
