Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Policy, Planning, and Program Division located in Washington D.C.

Duties

In this position, your primary purpose is to develop original designs, concepts, and visual styles for OI and CBP Intelligence Enterprise (IE) through publications, exhibits, presentations, and websites using various software design programs to deliver the intended message for multiple audiences and/or that reduce the cost of production, installation, or maintenance of a broad inventory of visual products. This position starts at a salary of $82,764.00 (GS-11, Step 1) to $128,956.00 (GS-12, Step 10) with promotion potential to $128,596 (GS-13 Step 10). Duties performed in this position: Applying skills in a variety of visual arts methods, techniques, and materials, as well as knowledge of the Intelligence Cycle, intelligence subject matter or a program area to develop original designs, concepts, or visual styles for publications, exhibits, or presentation materials. Transforming spoken or written descriptions into visual representations without benefit of existing pictures, models; and graphically or physically reconstruct scientific or technological artifacts, specimens or materials that have been significantly damaged, distorted, or altered. Serving as a Visual Information Specialist in developing visual products for various audiences to include (but not limited to): CBP executive leadership, operational offices, representatives from Congress, members of the U.S. Government (USG), and foreign allies. Serving as a technical consultant to OI and CBP IE senior leaders and staff on all printing/electronic publishing-related matters. Advise clients, stakeholders, or staff on general, preliminary graphics plans prior to submission of the end-product to subject matter expert for review. Managing and updating SharePoint pages for OI and the CBP IE. Responsible for posting presentations, articles, OI and CBP IE information, product information, and any other messages on the applicable organizational web pages. Employee will act as the coordinator for responding to all homepage inquiries and recommend enhancements for updating webpages.

Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade Requirement, applicants must also meet the following specialized experience of the position. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Having knowledge of branding, brand guidelines, templates and toolkits, and audits for brand maintenance to support, develop, and execute projects to achieve goals. Designing and producing activities to include the development of new concepts, specialty content, and sophisticated multimedia products such as editing, dynamic maps, graphics, databases, and illustrations. Developing working partnerships to facilitate problem-solving as creation and production issues arise. Employing program (web or authored) design and production software and techniques for video, print, 3D animation, modeling, web, dynamic map or graphic, and/or multimedia programming/authoring. OR Education Substitution: Successfully completed 3 full years of progressively higher level graduate education leading to a degree from an accredited college or university, a degree doctoral degree and or LL.M., if related, that demonstrates the skills necessary to do the work.
