The Administrative Officer (AO) is located at the VA Tennessee Valley Healthcare System (TVHS), Department of Veterans Affairs, and reports to the Chief of Physical Medicine and Rehabilitation Service. Manages the varied offered by PMRS, securing resources and services needed to provide TVHS Veterans with care provided by the Physical Medicine and Rehabilitation department across all TVHS clinical locations.
Duties
The Administrative Officer serves as the principal advisor on administrative matters associated with service operation including policies and procedures, personnel management, contract oversight as a Contracting Officers Representative, budget programming and execution, and special projects or studies. The incumbent manages the varied services offered by PMRS, securing resources and services needed to provide TVHS Veterans with care provided by Physical Medicine and Rehabilitation physicians, Kinesiotherapists,
Occupational Therapists, Physical Therapists, and specialized programs (Polytrauma system of care, Amputee system of care, Wheelchair, Major Medical/HISA, Spinal Cord Injury and Disorders), across all TVHS clinical locations. Duties will include but are not limited to:
Acquiring the resources necessary to accomplish the clinical, educational and research goals of the service
Formulating the service operating budget
Managing the budget throughout the fiscal cycle
Managing all aspects of contracting for the service
Evaluating project progress
Implementing best practices from pilot programs
Coordinating resolution of patient complaints and issues for the service
Communicating accreditation needs to service members
Advocating for long-term organizational goals for the service
Maintains organizational and operational readiness of the service
Assuring that benchmarks for the service are measured in a timely fashion
Maintaining accurate purchasing and equipment inventory lists
Work Schedule: Monday - Friday 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience with qualitative and quantitative techniques for assessing the effectiveness, efficiency and productivity of administrative, technical, and clinical programs; Experience in operations used to manage equipment, personnel, contracts, and communications; Data management techniques and maintenance of documentation and records; Experience with financial management and accounting practices for budget development, justification, and administration; Personnel management including recruitment, contract development, credentialing, maintenance of certification, and maintenance of personnel files; Experience with contracts and service line agreements and development of collaborative relationships; Experience with administrative policies, regulations, directives and principles used to administer VHA health care programs; Experience using Microsoft (MS) Word, MS Excel, MS PowerPoint, TEAMS, and MS Outlook programs with intermediate to advanced facility and skill. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: The work is generally sedentary and requires some carrying of light items such as notebooks and papers by hand, or moving medium sized objects by cart. The incumbent must be able to move about freely to various locations throughout the medical center.
