This position serves as the Administrative Officer applying analytical and evaluative methods and techniques to improve the efficiency and effectiveness of program operations of the organization in addition to substantive program administration functions including but not limited to those concerning internal personnel / human resources (HR), records management, security and credentialing, budget guidance and administration, purchasing for Meds by Mail Murfreesboro office.

Duties

Major Duties Timekeeping/Attendance/Leave Administration Serve as primary timekeeping, attendance, leave administrator for the local organization. Coordinates posting and submission of relevant data and other information to payroll administration. Answers questions and works to resolve issues and address problems pertaining to the automated time and attendance system (e.g., VA Time and Attendance System (VATAS)) regarding time and attendance, sick leave, overtime, compensatory time, changes in tour of duty, annual leave, leave without pay (LWOP), advance sick or annual leave, Family and Medical Leave Act (FMLA), delegations of authority (DOAs), maternity leave, use-or-lose time, etc. Travel Coordinates travel arrangements for local organization personnel via designated Agency automated travel system(s) to include, but not limited to, itineraries for air and ground travel, preparation of travel correspondence, and/or travel cost estimates for management approval. Composes non-technical correspondence to provide guidance to travelers. Purchasing/Contracting Officer's Representative Administers procurement and contracting to support the local organization's operations. Prepares procurement requests (i.e. purchase orders, acquisition packages), evaluates proposals for work, acts as a COR for procurements, and/or maintains procurement and contracting records. Administers contracting and procurement for small procurements that require varying approaches. HR Administrative Support As needed, reviews resource materials and conducts supporting research to investigate matters affecting administrative personnel programs. Coordinates personnel actions within the local organization and serves as liaison to servicing HR staff to resolve related issues and procedural problems including but not limited to position management and classification, grievance procedures, performance standards, merit promotion/recruitment, personnel credentialing, and disciplinary actions. Monitors internal plans, and procedures to ensure supervisory personnel comply with provisions of Agency and other Government programs (e.g., merit promotion, continuing education, Equal Opportunity, policies and governance, etc.) to achieve equitable treatment of employees. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess a Level I and/or Level II Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Experience serving as a Contracting Officer Representative (FAC-COR) Level I or Level II. One (1) year experience required, but two (2) years or more preferred. Experience with administering VA government contracting and small procurement/purchasing process that require varying approaches (e.g., knowledge of Fund Control Points, Accounting Classification Codes, creating/submitting acquisition plans via FORCE system, 2237s/purchase orders in VA VistA system, 1358's/reimbursement requests in VA VistA system).One (1) year experience required, but two (2) years or more preferred. Experience with administering functions associated with management/organization of performance plans, position descriptions (PD)/functional statements (FS), periodic performance evaluations using ePerformance system, and VA Time and Attendance System (VATAS) Experience with maintaining effective communication with management of progress and real/potential problems relative to administrative work progress, staffing, and fiscal year goals Experience with administering a Microsoft SharePoint site and/or page (e.g., user/security permission management, page design, content management). One (1) year experience required, but two (2) years or more preferred. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will be rated on the following Competencies for this position: Analytical ThinkingBudget AdministrationComplianceContract Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although there may be some walking, standing, bending, and carrying of light items such as papers, books, or other such items.
