This Administrative Officer for Organizational Development service is responsible for personnel management, budgetary execution, compliance and audit processes, and administrative functions impacting the organization's mission to effectively train and education employees throughout the organization. The incumbent serves as a resource to executive leadership team, service chiefs, and medical center employees and provides leadership, direction and coordination for the service.

Duties

The core duties of the position include but are not limited to the following: Interprets administrative policies, develops local policies, defines administrative requirements, provides advice to management on related issues. Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms. Identifies and resolves process issues which may affect the service's ability to meet program goals and target performance measures. Assists in preparing and evaluating future scheduling projections and anticipating future workload requirements to forecast appropriate staffing levels. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Obtains and monitors the use of services, supplies, and equipment to include COR contract management. Serves at the service point of contact for all human resources actions; ensures the movement and timely completion of all hiring actions. Assists service with tracking and completion of required competencies, staff training, and required employee documentation: annual reviews and proficiencies. Collects, analyzes, and prepares data reports to support data-driven decision making. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Provides administrative planning and oversight for a variety of programs to ensure survey readiness and compliance with VA initiative and accreditation bodies such as The Joint Commission, OIG, and Long-Term Care Institute. Establishes budget processes for the Service; analyzes and interprets pertinent financial data such as contracts, productivity, overtime expenses, and running balance reports. Prepares detailed requests for Resource Management Committee consideration (new position, vice position) that include sufficient data and justification to warrant approval. Serves as the service point of contact for information dissemination and all incoming communication on behalf of the Office of the ADPCS. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to meeting the Time-in-Grade requirement, applicants must also meet the specialized experience below. SPECIALIZED EXPERIENCE: We will not make assumptions when reviewing applications. Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week to receive proper evaluation. Applicants must meet one of the following to be minimally qualified for the GS-9 Grade Level: GS-9 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Acting as liaison with Human Resources and other entities concerning personnel-related matters. Providing program administration, compliance, and coordination in a number of major workforce/organization activities. Exercising decision making, problem solving, and team development principles/techniques. Coordinating and planning for departmental operations, needs, and processes. Exercising a high degree of written and oral communication skills. Demonstrating the ability to research and solve problems and issues. Coordinating and assigning all training development requests from internal and external customers. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcript MUST be provided) OR COMBINATION: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work is mostly sedentary, however, there is a requirement for some walking, standing, bending, and climbing to review activities outside the office and to attend committee meetings. Travel may be required to attend VISN meetings, perform operations at any of the Tennessee Valley Healthcare System facilities, and/or appropriate conferences.
