The Administrative Officer is responsible for comprehensive management of financial, personnel, and administrative systems within the assigned duty station of Tennessee Valley Healthcare System (TVHS).

Duties

The incumbent will serve in the capacity of Administrative Officer for the Clinical Engineering Service in the Tennessee Valley Healthcare System at the Murfreesboro campus. The purpose of this position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the service. Major Duties: Serves as administrative liaison with medical center management for the Chief, representing Clinical Engineering on committees, workgroups, and executive level conversations as needed. Develops, plans, and provides coordination to meet overall administrative and management program objectives defined by the Chief, Clinical Engineering. Develops performance metrics, systems, tools, and process measurement methods to build an overall program assessment and status dashboarding system to monitor staffing, fiscal allocations, and overall program health to meet Clinical Engineering key performance indicators and requirements for Joint Commission, Veterans Affairs Central Office (VACO), etc. Reviews Clinical Engineering program allocations for service contacts, equipment procurements, equipment repairs, operational supplies, etc. to identify opportunities for improvement in spending and identification of most cost-effective avenues for maintaining Medical Center operations as it relates to healthcare technology. Manages budget formulation and execution for an unstable budget that involves Clinical Engineering programs and administrative recurring expenses. Develop and write justifications to support funding requests. Performs budget administration functions, reviewing, editing, and approving requests from supervisors for expenditures. Maintains responsibility for the Clinical Engineering Equipment Inventory List (EIL), non-expendable and expensed equipment; requests for equipment purchases; and conducts periodic inventories when required. Advises the Chief and supervisors, regarding the status and availability of funds in the various accounts. Develops and maintains reporting systems which are inter-related such as the Quality Assurance Program for Clinical Engineering Service. Recommends and prepares new or revised standard operating procedures or work guidelines to comply with new directives. Prepares agendas, reports, minutes, and performs follow-up tasks. Serves as the Contracting Officer Representative (COR) for some of the Clinical Engineering contracts. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: determining work to be accomplished and setting work priorities; skill in written and oral communication sufficient to prepare and present findings in reports and briefings; experience with financial management and budgeting processes; preparing annual and long-range budget documents and monitoring all expenditures; use of software and medical technology programs sufficient to input and retrieve pertinent program information; collecting and analyzing statistical and clerical data to develop information useful in making management decisions; performing human resources and contracting duties. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required.
