These positions are within the Bureau and Land Management. There is one vacancy in the California State Office, Sacramento, CA, and one vacancy in the Colorado State Office, Lakewood, CO. Information about the areas can be found at City of Sacramento or City of Lakewood.
We expect to fill 2 vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
Plans, organizes, and directs the activities of subordinates, ensuring recruitment and staffing including pay, position management, and analysis work compiles with legal and regulatory requirements.
Directs major staffing programs including seasonal hiring, fire, law enforcement, and special hiring and budgetary recruitment efforts.
Provides technical direction to staff, explains performance expectations to employees, provides feedback on strengths and weakness, appraise subordinate workers performance ensuring consistency and quality.
Assures compliance and conformity with applicant laws, rules, regulations, and delegated authorities.
Evaluates recruitment and staffing programs for efficiency, effectiveness, and compliance.
Develop and present training to managers and HR staff on a variety of HR topics such as program procedures, on/off boarding, recruitment flexibilities, incentives, processing personnel actions, etc.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Leading, directing, and assigning tasks to personnel conducting recruitment and staffing analysis work for an organization; applying a wide range of recruitment and staffing concepts, policies, analytical, and diagnostic methods or techniques to solve multi-faceted, interrelated human resource management problems and issues; researching, interpreting, analyzing and applying human resource policies, laws, or regulations in order to give advice to higher level management in correcting program deficiencies; and preparing written documents such as policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is sedentary in nature and requires ability to concentrate for long periods of time in front of a computer screen. Work may require walking in offices or similar areas. Occasional travel may be required.
Work Environment: Offices and meeting spaces are adequately lighted, heated, and ventilated.
