The primary purpose of this position is to serve as the Section Chief/Senior Resource Analyst for the Strategy, Plans and Policy Directorate. Performing variety of programming/budget functions involving the formulation, execution, and analysis of budgets and programs for substantive supported activities.

Duties

Formulates, justifies, presents, and executes budget for substantive CCJ5 programs. Independently performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Plans and organizes acquisition activities and manages service contracts supporting the Directorate. Represents the Directorate and Resources Division at a variety of Command and installation level financial meetings, discussions, boards, and planning teams. Chief, Financial Management Section. Directly and indirectly oversee military, DOD and contractor personnel in all aspects of financial management.

  • At least 5 years of Budget Experience in Federal Government is desired.
  • Completed Federal Appropriations Law Course is highly desired.
  • Incumbent must be able to obtain and maintain a secret security clearance.
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee must meet and maintain appropriate physical standards as a condition of employment, verified through an agency approved physical examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes intensive knowledge of agency procedures and processes, covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports. The knowledge is also applied in developing control records, verifying the accuracy of budgetary data, and to prepare reports on status of funds, applicability of Federal Appropriations Law, Inspection Reports and outline recommended courses of actions on funding issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience of budgetary methods, practices, policies, procedures, regulations, and precedents; and a wide range of sources, types, and methods of funding which support the analysis and administration of the budget. 2. Knowledge of the joint/unified command structure and the application of procedures, methods, and techniques of funding justification and support for these commands. 3. Knowledge and experience in using the accounting system and related documents used to gather and analyze budgetary information. 4. Knowledge of automated management data systems, for example: Automated Business Services System (ABSS); Defense Enterprise Accounting & Management System (DEAMS); Financial Management System Suite (FMSuite); Defense Travel System (DTS); Current Research Information System (CRIS), Wide Area Work Flow (WAWF), and Microsoft Office applications. 5. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding. 6. Skill in preparing written correspondence, presenting oral briefings, and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside federal service. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
