Duties

The position is a full-time administrative position with full authority and responsibility for providing administrative support to the Chief. In the absence of the Chief, the Assistant Chief has full administrative and supervisory responsibility for Social Work Service. This position will participate in overseeing the practice of all the social workers at the facility. This position assists the Chief in coordinating and directing all administrative and clinical aspects of the centralized service, including providing clinical supervision for interdisciplinary staffing, work assignments, budget, treatment services provided, and implementing policies and procedures that promote quality of care. This position assists in supervising employees assigned to the main campus as well as staff who work in satellite programs. This position serves as a member of VACO, VISN workgroups and planning committees, as well as provides mentoring for other programs as requested. Serves as a member of VACO, VISN workgroups and planning committees, as well as provides mentoring for other programs as requested.Incumbent will perform assignments that are collateral to primary duties but deemed necessary to meet the needs of the organization and VISN. Makes independent professional decisions and recommendations to the Chief. Serves as a liaison to other Service Lines within the organization related to Social Work. Makes selections for supervisory and non-supervisory positions, hears group grievances and serious employee complaints, reviews serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. Consults with specialists regarding training needs and decide types of training problems related to the identified problems of the supervised wards/units. Develops procedures for and ensures the implementation and achievement of the provision of social work services to medical facility patients on inpatient and outpatient programs. Provides, or ensures that professional staff provides advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to veteran patients in the community. Work Schedule: Monday to Friday, 8:00 am to 4:30 pm. Financial Disclosure Report: Not required Telework: Ad-Hoc Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. This position is restricted to those serving as a full assistant to the chief social work service for both administrative and professional practice. These individuals share with the chief full responsibility for managing and supervising all aspects of social work service operations. At the GS-13 grade level, individuals are typically assigned as assistant chief of a large complex social work service within the organization that offers social work services at VHA facilities with one or more divisions. Physical Requirements: The work is primarily sedentary. It may require some lifting (10-25 lbs) occasionally. Reaching above shoulder; frequent keyboarding (4-7 hours per day); sitting (4-7 hours per day); Walking up to 6 hours per day; Standing up to 8 hours a day; Infrequent climbing/ descending of stairs; some bending; ability for rapid mental and muscular coordination simultaneously; correctable near sighted and far sighted vision; hearing (aid permitted).
