About the Position: Serve as a Program Analyst (Financial) for the Army Publishing Directorate (APD) U.S. Army Enterprise Services Agency, Office of the Chief Information Officer. The incumbent acts as an advisor providing assistance on matters pertaining to the Directorate's administrative and financial activities. APD supports readiness as the Army's publications and forms management organization. APD publishes, indexes, and manages authenticated Department of the Army publications and forms.
Duties
Provide financial and managerial guidance and leadership over financial activities.
Formulate short and long-range budgetary and planning requirements based on current and projected mission requirements.
Develop, review, and verify all spend plan requirements to ensure validity, accuracy, and relevancy.
Process all financial transactions (to include but not limited to developing and approving purchase requests) using the General Fund Enterprise Business System.
Provide expert guidance on the management of the directorate’s budget and analysis of spending trends.
Ensure all purchases made within directorate are legal, proper, and correct.
Serve as Management Decision Package (MDEP) Manager of MDEP MU1P (Army Wide Publishing).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- You may be expected to travel up to 5% for this position.

Specialized Experience: One year of specialized experience which includes develop key planning documents such as Budget Guidance, Organization Operating Budget, or Program Objective Memorandum (POM); prepare staff actions or briefings using various media formats; and implement budgetary policies affecting the financing of organizational objectives/programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
