You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the W Department of NAVAL SURFACE WARFARE CENTER.
You will serve as Senior Program Analyst for the Department and the team lead for all W Department Program Analysts.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).
Duties
You will provide budget estimates, justifications and presentations to a variety of internal and external stakeholders. Budget development includes forecasting, manpower resourcing, obligation planning and provides detailed spend plans.
You will work closely with the Business Manager, PD-05 Staff, and Division Managers for resource planning and Statement of Work development.
You will be responsible for providing input to training plans and conducting On the Job training for the Program Analyst team.
You will manage the overhead budget for the department and provide recommendations to resolve department overhead priorities.
You will monitor the departments overall execution and notify Department Leadership of any budget/execution discrepancies in planned vs. actuals
You will lead the development of detailed execution metrics to internal and external stakeholders.
You will provide constant feedback to department leadership as to the status of funding requests and expenditures.
You will notify department Leadership of any shortfalls, and provide recommendations to department leadership to prevent program impact.
You will generate and lead the generation of program execution reports on a consistent periodicity based on the individual programs requirements.
You will provide inputs to Technical Program Managers (TPM) for the purposes of cost estimation, spend plan, task planning sheet and other management related calls for data.
You will build, present and upon management selection, execute diverse and complex courses of action with a particular focus on cost, schedule, performance, risk and safety.
You will work with Departmental Management, Customer Advocates (CA) and TPMs to plan and track resources, timelines, barriers and risk in a proactive and
consistent manner.
You will deliver reports and requests for information ahead of or on communicated suspense time lines
You will communicate to Management, CAs and TPMs any situation which impacts cost, schedule or performance of assigned tasks and formulate and communicate plans to mitigate negative impacts on cost, schedule or performance of same.
You will build cohesive and positive relationships with technical and support staff via professional and proactive oral and written communication seeking to foster a positive and inclusive work environment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing budget estimates and execution plans while providing training and oversight on resource management to monitor discrepancies, ensure effective communication with stakeholders, and maintain program performance for the improvement or optimization of a warfare program area.
