You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Department, ORG W03, Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, White Sands, New Mexico Detachment.
Duties
You will serve as the W Department Business Operations Branch Manager, reporting directly to the W Department Business Operations Manager,
You will perform oversight of the financial, administrative, and acquisition functions assigned to employees of the Branch,
You will perform assignment and evaluation of work, development of performance plans, interviewing, hiring, resolving grievances, succession planning, and employee training, developing, mentoring, and career guidance,
You will assist management with development, analysis, and review of organizational plans (functional statements, staffing plans, out year requirements),
You will assist in determining projection of requirements necessary for budgeting and executing the overhead and direct support required for a Navy Working Capital Fund,
You will perform oversight of contracting activities and personnel,
You will provide guidance and direction managers on a range of administrative matters utilizing command directives and requirements to ensure compliance,
You will work closely with other supervisors and managers outside the unit to further activity and agency programs,
You will serve as the prime contact with sponsors for certain projects under your management responsibility, providing information and advice to higher level mangers when the work of the unit impacts other groups,
You will be an integral member of the Department’s Executive Management Team, serving as an expert in planning, monitoring and administration of Department functions and supporting operational and business management processes and support services,
You will authoritatively advise management and senior leadership, collaborating within and outside NAVSEA, NSWC PHD to build strategic relationships and achieve common goals.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS 11-12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector analyzing or evaluating business operations (e.g., financial, administrative, and acquisitions functions and requirements, staffing and manpower) using command directives and requirements to support operational and business management processes and support services.
