You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Branch (Code W03) of the White Sands Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, White Sands Detachment.

Duties

You will serve as Senior Program Analyst for the Department, and Team Lead for all W Department Program Analysts, You will provide budget estimates, justifications and presentations to a variety of internal and external stakeholders, You will work closely with the Budget Manager, Staff and Division Managers, on budget development (forecasting, manpower resourcing, obligation planning, providing detailed spend plans) for resource planning and Statement of Work Development, You will provide input to training managers and conduct On the Job Training for the Program Analyst team, You will manage overhead budget for the department and provide recommendations to leadership to resolve overhead priorities, You will monitor department?s overall execution, notifying Leadership of any budget or execution discrepancies in planned vs actuals, You will generate financial reports (detailed labor reports, funding execution, obligation plans), task planning sheets, contract execution reports and resource management reports, You will lead the development of detailed execution metrics to internal and external stakeholders, You will lead generation of program execution reports (minimum labor reports, funding and execution and obligation metrics) on a consistent periodicity based on individual program requirements, You will provide input to Technical Program Managers and Customer Advocates for purposes of cost estimation, spend plan, task planning sheet and other management related calls for data, You will execute diverse and complex courses of action with particular focus on cost, schedule, performance, risk and safety, You will build cohesive and positive relationships with technical and support staff to foster a positive and inclusive work environment.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting qualitative/quantitative analysis of financial management programs to formulate resolution to financial issues.
