The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is in the U.S. Department of Education, Office of Finance and Operations, Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). This position serves as the Lead Human Resources (HR) Specialist directing the Human Resources Management Operations functions.

APPLICATION LIMIT: This vacancy announcement is limited to the first 100 applications received and will close at 11:59PM Eastern Time on the day that we receive the 100th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Lead Human Resources Specialist, GS-0201-13, you will be responsible for:• Leading the division to include, direction, integration, management, and supervisor of recruitment, selection and placement programs, and classification programs.    • Providing advice and direction to management on Human Resources issues, practices, and processes using expert knowledge of governing laws, merit systems principles, and Office of Personnel Management (OPM) rules and policy requirements.    • Articulating and communicating to the team the assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialize experience.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in performing staffing and placement related duties to include but not limited to: providing advice and guidance on unique hiring situations; ensuring recruitment case file are properly documented and maintained, vacancy announcements are posted with accurate information, certificates are issued in accordance to regulations and policies; and selections are being made appropriately. 2. Experience in applying analytical methods to identify, evaluate, and recommend to management appropriate action(s) to resolve recruitment/staffing issues; researching and interpreting Human Resource regulations, i.e. Code of Federal Regulations, Delegated Examining handbook, Merit Promotion policies, and procedures, to apply a variety of special hiring authorities to perform internal and external recruiting strategies.3. Experience in monitoring staff workloads to ensure performance metrics and work assignments are timely and accurate and report any discrepancies and/or recommendations to supervisor.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
