As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.This position serves as Manager of the Planning & Operations Branch and is responsible for leadership and direction of AHR's budget and contract teams.
Duties
The Manager is responsible for formulating, advising, coordinating, and executing policies and procedures to ensure the financial stability of business management programs. This includes supporting long-term budget planning, integrating account and budget data to assist in program planning and decision-making, managing and overseeing contracting, and advising on AHR’s budget. The role involves managing funding allocations, monitoring performance against expenditures, and conducting complex analyses of payroll, resource allocations, spend plans, variance analysis, contracts, and funds reconciliation.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized Experience includes:Developing and establishing comprehensive fiscal and accounting tools and techniques that enable internal control. Interpreting and applying fiscal policies to define and develop internal procedures relating to budget execution, reporting, and oversight to prevent or predict potential issues, and propose recommendations to senior leadership to address or mitigate fiscal and operational risk. of laws, regulations, policies, methods, and procedures of the Federal budget process that apply to Planning, Formulation, and Execution.
Managing and obligating funds for shared services such as working capital funds, reimbursable services, or corporately assessed funds.Conducting analysis, interpreting, and providing advice on the application of appropriation law, legislation, legal decisions and opinions, regulations, and directives.Experienced in the application of laws, regulations, policies, methods, and procedures of the Federal budget process that apply to Planning, Formulation, and Execution.You should include relevant examples of the specialized experience in your work history.
