The primary purpose of this position is to serve as a Cyber Security Specialist, responsible for implementing/maintaining the SAF/FMFD cybersecurity program and ensuring compliance with DoDI 8500.01. Perform Information System Security Manager duties, coordinating, advising, planning, and organizing all activities related to certification and accreditation of information systems.

Duties

Serves as senior Information System Security Manager (ISSM). Employs advanced IT security expertise and knowledge to implement a comprehensive, integrated cybersecurity program, achieving and preserving confidentiality, integrity, and availability (CIA) triad, across multiple AF enterprise-level business IT programs managed. Serves as the senior cybersecurity technical lead for program/system. Leads development and execution of cybersecurity strategy. Develops cyberspace workforce plans, strategies, and guidance to support cyberspace workforce manpower, personnel, training and education requirements and to address changes in cyberspace policy, doctrine, materiel, force structure, and education and training requirements. Supports program/system personnel to conduct Systems Security Engineering (SSE) as a component of overarching systems engineering effort. Oversees implementation of the SSE technical processes to include business or mission analysis, stakeholder needs and requirements definition, system requirements, architecture definition, design definition, systems analysis, implementation, integration, verification and validation, transition, operations, maintenance, and disposal processes. Serves as senior cybersecurity subject matter expert (SME) for Acquisition efforts. Collaborates with program management, systems engineering, contracting, and finance personnel to facilitate inclusion of cybersecurity requirements, activities, deliverables, and considerations within applicable acquisition efforts and documentation to include strategies, plans, and contracts. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with AF leadership, MAJCOM(s) and contractors. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.

  • The candidate must be able to obtain and maintain a Critical Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applying a wide range of IT security principles, methods, techniques, and procedures related to access control; application development; contingency planning; cryptography; governance and risk management; laws, regulations, investigations, and compliance; networking, physical and environmental security; personnel, industrial, and information security; and secure systems operations and maintenance. 2. Knowledge applying risk assessment and management principles, methods, techniques, and procedures to include identification and mitigation of threats and vulnerabilities, as well as likelihood and magnitude of business and/or mission impacts. 3. Knowledge of IT operations and service management principles, methods, techniques, and procedures, particularly those related to secure operations and maintenance of systems, e.g., access control, audit and accountability, secure configuration management, incident response, media protection, physical and environmental protection, personnel security, information security, industrial security, system and communications protection, and system and information integrity. 4. Skill in applying acquisition and integrated lifecycle management principles, methods, techniques and procedures, as needed to integrate IT security into organizationally managed programs/systems by working collaboratively with other functional disciplines, such as program managers, systems engineers, contracting officers, and financial managers. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors, and private industry. 6. Skill in applying emerging technologies and their applications to business processes and IT cybersecurity concepts, standards, federal laws and methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
