This position is located within the Washington Headquarters Services (WHS), Financial Management Directorate (FMD). Programs and Resources Division . The FMD provides contracting, human resource, IT Facility, resource management services, and Defense Travel System Tier II service for the Office of the Secretary of Defense (OSD), Director Administration and Management (DA&M) and other Defense Agencies.
Duties
Incumbents typical work assignments may include the following:
- Provides oversight of facilities and logistics, developing short and long term plans for appropriation of and assignment of space, communications equipment, workstations, furniture, and office/IT equipment to support the organizations mission, ensuring compliance with mandated requirements.
- Plans, organize and directs facility/logistical management by establishing policies, planning, and prioritizing requirements, ensuring efficient and economical use of the equipment and resources necessary to accomplish the mission.
- Serves as Project Manager for all facilities related projects to include moves and reconfigurations.
- Facilitates all Mark Center Building support requests within FMD.
- Maintains property accountability, maintains inventories as necessary, and signs for FMD property (non-IT related).

- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or mandatory overtime.
- Work may occasionally require travel away from the normal duty station via military or commercial aircraft.
- Incumbent must be able to obtain the appropriate certification level for this position. This is a Financial Management Level II Certification position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
Qualifying Experience:
To qualify at the GS-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: enabling productivity, effectiveness and efficiency of established precedents in interpreting and adapting management guidelines and reference materials/manuals covering the process/procedure and administrative regulations and procedural guidelines to establish priorities and work assignments.
To qualify at the GS-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: analyzing and measuring the effectiveness and efficiency of program management operations with application of knowledge in contract administration, security program, Information Technology management and oversight of methods, organizational structures, management processes and/or program administration procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
There is no substitution of education for the qualifying experience at the GS-12 grade level.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education .
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
