About the Position: The primary purpose of the position is to serve as a Public Safety Telecommunicator for dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders, monitoring alarms and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.

Duties

Answers 911 calls and performs caller interrogation to determine the chief complaint and the nature of the call. Determines the level and type of response necessary and initiates the dispatch for both emergency and non-emergency calls for service. Initiates immediate action in response to all alarms to include coordination with effected agencies and dispatching appropriate response. Refers non-emergent callers to appropriate civilian and governmental agencies. Maintains continuous telephone contact with the caller until responders arrive on scene (when appropriate). Maintains complete and accurate records, reports, and logs on all communication traffic, assigned vehicle movements, patient transport, personnel, and vehicle status in accordance with operational policies and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must be a qualified typist (40 wpm).
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines.
  • The incumbent is required to obtain and maintain a valid state driver’s license.
  • The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • Continuous current certification is a condition of employment.
  • The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing work that includes: 1) Dispatch emergency personnel (police, fire, medical, hazmat, rescue, etc) as necessary; 2) Obtain pertinent information from callers to ascertain the nature of their emergency or request for assistance; 3) Provide clear and precise instructions to callers in high stress conditions; 4) Utilize dispatching and/or law enforcement communication system. This definition of specialized experience is typical of work performed at the next lower grade.level position in the federal service (GS-06). Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
