About the Position: As a Public Safety Dispatcher, you will provide emergency police, fire and medical services to the public by answering 911 calls and dispatching appropriate Emergency Medical Dispatch (EMD), Emergency Police Dispatch (EPD) and/or Emergency Fire Dispatch (EFD) while aiding callers with pre-arrival instructions. Recruitment or relocation incentives MAY be authorized for highly qualified candidates.

Duties

Answer emergency 911 calls, and dispatch appropriate personnel and equipment. Prioritize all incoming emergency and non-emergency calls. Perform crisis intervention with distraught emergency callers during high-risk situations. Access law enforcement databases for the purpose of obtaining driver's license data, vehicle registration data, identity data, criminal history and other highly sensitive law enforcement information. Provide callers with advanced life support instructions to including Cardiopulmonary Resuscitation (CPR), the Heimlich maneuver, emergency childbirth, opening an airway or controlling bleeding. Create and maintain logs, reports and forms.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent must obtain and maintain a successful background investigation.
• Position is mission essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position requires working rotating shifts, weekends and holidays.
• Incumbent will be required to train and certify through the state of Kansas on the Kansas Criminal Justice Information Computer (KCJIC) system.
• Incumbent must be able to obtain and maintain, within 6 months of employment, the Basic Telecommunicator I and II (or equivalent) and DoD Hazmat Awareness level certification.
• Occasional travel (TDY) up to 5% may be required.
• Position requires heavy lifting up to 15lbs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 Specialized Experience: One year of specialized experience which includes (1) entering and retrieving from an automated system and determining the nature of inquiries and providing information or, (2) dispatching vehicles for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience which includes: identifying the nature of emergency and level of response required; Dispatching emergency vehicles and providing critical information regarding the emergency; Providing medical support to caller, such as first aid, Cardiopulmonary Resuscitation (CPR) or Heimlich maneuver instructions, until appropriate emergency units arrive on scene. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this level (GS-06), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
