As the Modernization Program Manager, the incumbent will lead Retirement Services, Office of Personnel Management (OPM) modernization efforts that include implementing automated replacements to legacy applications and the enablement of self-service options for our customers and agency partners. These technology solutions stand to radically improve retirement case processing and move the program from paper-driven processes to automated retirement processing.

Duties

As the Modernization Program Manager, you will be part of Retirement Services (RS) and report to the Associate Director for RS. If selected, you will be responsible for: Providing concentrated focus on leading and supporting RS modernization and innovation initiatives to improve the overall customer experience. Serving as the program manager for RS' technology modernization efforts within the Modernization HUB/Center of Excellence. Serving as the RS liaison to the Office of the Chief Information Officer (OCIO) OPM on all RS modernization initiatives that leverage technologies. Overseeing the identification, implementation, and monitoring of RS modernization initiatives. Maximizing the use of OCIO technical resources and enterprise solutions to implement the RS roadmap in alignment with enterprise standards.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. QUALIFICATIONS: Address each of the following Mandatory Technical Qualifications, Desired Technical Qualification (optional) and Senior Professional Qualifications separately. All statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Mandatory Technical Qualifications (Maximum of 1 page per TQ): 1. Experience implementing large scale IT projects; developing project management frameworks including but not limited to project plans, scope definition, methods, resource requirements, scheduling, risk management plans, performance and quality measures, and communications for Federal or private sector organizations. 2. Demonstrated ability to provide leadership in innovation and change management. 3. Experience with Safe Agile development. 4. Ability to develop, implement, and execute a cohesive IT strategy, project plans and success metrics in alignment with the OCIO's enterprise processes and technology standards. Desired Technical Qualifications (Optional - Maximum of 1 page): 1. Certification in project management techniques e.g., PMP, CPD, CPM or CSM Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ): 1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases. 2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment. 3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade requirements do not apply to SL positions.
