The VA Northeast Ohio Healthcare System is recruiting for a Medical Administration Officer (Assistant Chief, Patient Transfer Center). The Medical Administration Officer will function in the Patient Transfer Center (PTC) section of Patient Care Administrative Service.
Duties
The Medical Administration Officer duties include, but are not limited to:
Oversees most of the programs within PTC, as well as providing direct and indirect supervision to the staff supporting them, including ward administration, general policy development, strategic/long-term planning and budget guidance.
Guides long-term strategy and planning with respect to inpatient administrative and clinical operations.
Directs, controls, and coordinates activities in line evaluates overall achievement for adherence to quantitative and qualitative standards.
Assures timely and accurate completion of all assignments.
Develops and or revises station-wide program policies and procedures, based on VA, VHA, VISN directives, and management recommendations.
Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems.
Coordinates with other staff to identify information needs and develops data collection methods and report formats to meet those needs.
Develops and implements local performance measures as needed to assess the status and determine areas targeted for improved effectiveness and efficiencies.
Performs a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention.
Researches problems that impact the quality and efficiency of business operations.
Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with all programs under PTC purview.
Manages a multi-disciplinary teams at the VANEOHS that ultimately determines successful program administration.
Advises on the benefits and uses of the aforementioned programs and other programs to improve efficiency within VANEOHS.
Evaluates and analyzes Lodger/Temporary Lodging, Fisher House, Ohio Veteran's Home Per Diem, Vulnerable Veteran Outreach Program, Transitional Care Coordination (TCC) and Emergency Care Reporting (ECR).
Works with subject matter experts to identify and manage changes in the way employees and Veterans will integrate within the aforementioned programs.
Identifies problems and applies analytical techniques for the purpose of resolving issues.
Works closely with local facilities and Medical Center Outreach Department to determine potential areas of new patient penetration based on geographic research and census.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles, concepts, policies, and objectives; Drafting, reviewing and/or responding to all correspondence as it relates to suspense's and other related polices. Comprehensive knowledge of patients transfers (intra-facility, interfacility, and non-VA facility) to all acute care beds; Coordinating ongoing data collection; Performing analysis to determine optimal organizational performance; Organizing, compiling, summarizing, analyzing the data collected and developing reports. Manages multiple projects by planning and organizing activities; develops budgets and spending plans for funding; Identifies problems and applies analytical techniques for the purpose of resolving issues. Establishing leadership, providing information to organizational required actions to meet the program goals and objectives, managing multiple projects with tight deadlines.

Physical Requirements: The work is primarily sedentary and performed in an office setting. Some slight physical effort may be required to include walking, standing, or bending.
