The incumbent represents the Healthcare System as the Outreach Program Specialist at outreach events, town meetings, workshops, virtual town halls, etc., to provide information regarding the Healthcare System's policies and operations regarding VA healthcare enrollment and care. This position required a flexible schedule due to frequent outreach events which are oftentimes scheduled in the evenings and weekends.

Duties

Outreach Program Activities-75% of the time The incumbent is responsible for marketing and outreach efforts. Present briefings and presentations to stakeholders and community organizations to increase awareness of VA services and specific benefits available to Veterans and their families. Develop and maintain working relationships with a network of veteran service organizations, agencies, and individuals in all areas relevant to transitioning combat service members and their families. Organize and participate in a myriad of community activities and events that are likely to have combat Veterans present such as "Welcome Home" parades and picnics. The incumbent is responsible for identifying eligible non-VA users and assist them in becoming VA users Maintain expert knowledge on the ever-changing eligibility requirements and benefits and brief executive leadership when regulatory changes could have significant impact to the Healthcare System (HCS). Establish and maintain liaison with the Public Affairs Officer, and Clinical Service Line Administrative officers. Meet critical deadlines and work flexible hours Gather and evaluate appropriateness of educational materials for Outreach events. Provide expert guidance and counsel to Active Duty Service Members, Veterans, VA Leadership, and employees throughout the HCS. The incumbent is responsible for the Outreach budget, which includes budget formulation, justification and execution. Provide oral and written reports and recommendations to senior management on projected budget requirements based on an analysis of projected outreach needs and activities. Data Analysis-25% of the time The incumbent will work with a variety of data sources and utilize analytics techniques to evaluate program goals and measure success of the outreach efforts. Compiles data and create understandable visual display and reports for executive leadership. Create tracking and trending reports to conceptualize outreach efforts and system gain Track, measure, and analyzes goals. Serves as an expert in VHA benefits to internal and external stakeholders and customers. Utilize advanced data analysis techniques and systems to provide statistically valid reports. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation. OR Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master degree. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsInfluencing/NegotiatingStrategic ThinkingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is typically done in an office setting, working on a computer, and being seated for long periods of time. The position does require walking, standing, bending, stooping, lifting, and stair climbing to execute logistics for events. Incumbent is required to pick up approximately 20-pound boxes of handbooks and other literature to transport to community events. Incumbent is required to spend significant time in vehicles driving to perform outreach functions.
