The Medical Administration Officer position is located within Health Administration Service (HAS) and Serves as the Assistant Chief of Health Administration Service, providing management consulting on all matters within the purview of Health Administrative Service programs. Safeguarding and leading the programs' procedural, legal, and administrative requirements by directly supervising programs' implementation for workload data integrity and program success at the CBOCs and the main facility.

The Medical Administration Officer reports to the Chief, Health Administration Service (HAS), responsible for performance appraisals of designated staff and assist with achieving program goals. They will also direct the development of personnel documentation and personnel actions for the assigned sections of Health Administration Service.
Major Duties include but, not limited to:
Directs the Management of a large, multi-section administrative Service Line, performing or overseeing the full range of human resources and program requirements.
Manages core Health Administration Service (HAS) functions for a complex, tertiary care medical facility.
Performs budgeting and financing activities for a large, multi-section administrative Service Line.
Performs contracting and procurement activities for a large, multi-section administrative Service Line.
Provides administrative Management by interpreting administrative policies, implementing local policies, and defining administrative requirements.
Directs program management involving staffing and recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
Provides input to the Chief regarding budgeting, contracting, and financial Management.
Provides recommendations for budget formulation, presentation, and execution of program under their area of responsibility.
Assists with managing procurement and contracting for the sections under their responsibility.
Prepares procurement requests, writes statements of work, and acts as COTR for contracting.
Directs the development of personnel documentation and actions for the assigned sections of the Health Administration Service.
Advises the courses of action on administrative issues to the Chief Health Administration Service.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factor: Supervisory Experience of at least 15 (Fulltime Employees Equivalent) FTEE in a healthcare environment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience managing a full range of administrative programs, including budgeting and financing activities for a large administrative healthcare administrative unit; preparing requests to purchase goods and/or services; experience in staffing and recruitment, promotions, training, and disciplinary actions for the unit/department; advising executive leadership on courses of actions related to administrative issues, health administration data, research reports, data analysis, and contracting; and experience writing statements of work.
Preferred Experience:
Currently Certified Contracting Officer's Representative (COR) II or has held a Contracting Officer's Representative (COR) I for one year or longer & MUST be able to acquire Contracting Officer's Representative (COR) II within the first 12 months from on-site report in date.
Two years of experience with Health Administration Service (HAS) Programs- Examples of related programs: Call Center Experience, Scheduling, Consult Management, Clinic Management, Eligibility & Enrollments, Decedent Affairs, Ward Administration, Beneficiary Travel/VTP, After-Hours Administration, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
