About the Position: Serve as a Senior Program Analyst and a technical programmatic expert with responsibility for the entire budget/programming process utilizing the current project management database and the full range of procedural and technical duties involved in the program formulation, presentation, and execution phases for all projects under assigned program/appropriations.
Duties
Coordinates with internal and external customers on the preparation, review, and submission of a wide variety of program schedules and resource plans.
Coordinates various information including performance reports, and analysis of data in the automated information systems relating to the Civil Works and Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) programs.
Gathers and monitors data from various elements of the district and CWPPRA agencies concerning obligations and expenditures, contracts and task orders, and work in kind and reimbursement requests.
Reviews and personally participates in the preparation of a variety of miscellaneous estimates and reports to reflect status of the program and budgeted funds for higher authority.
Advises internal and external customers on status of funds and provides recommendations to supervisor from a review and analysis of program progress.
Prepares and presents financial status of programs briefings in formal, public settings.

Specialized Experience Requirement for the GS-11: One year of specialized experience which includes 1) Handling budget/programing dissemination for civil works projects; AND 2) Knowledge and application of project programming schedules and budgets through the automated information and reporting databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Business Analytics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience Requirement for the GS-12: One year of specialized experience which includes 1) Handling budget/programing dissemination for large civil works projects; AND 2) Thorough and extensive knowledge and application of project programming schedules and budgets through the automated information and reporting databases; AND 3) Presenting financial information to internal and external customers in formal settings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Time-In-Grade requirement must be met by the closing date of this announcement. Applicants who have held a General Schedule (GS) Position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade GS-09 for the GS-11 and GS-11 for the GS 12 (or equivalent).
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
