Duties
You will supervise the technical and administrative functions of employees who are responsible for analytical and administrative support related to Merit and External Staffing, Placement, and Employee Maintenance Services.
You will ensure uniform application of all policies and procedures across the full range of recruitment actions, for a variety of personnel systems.
You will assign work to staff and will be responsible for managing workload to ensure timely delivery of products and proper prioritization of critical tasks.
You will be responsible for balancing work on the team to ensure team products are delivered within Department of Navy (DON) standards.
You will monitor performance and provide timely feedback on meeting expectations and identify unacceptable performance during the appraisal cycle in order to provide assistance to improve performance.
You will analyze trends on a quantitative and qualitative basis and forecast changes in workforce requirements to determine innovative methods to address and resolve complex human resources (HR) issues.
You will serve as a technical expert and strategic partner for assigned organizations.
You will analyze technical work completed by subordinates on a systematic and regularly recurring basis by researching, interpreting, and applying laws, policies, and precedents, regulations, and DON business practices to work products.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and interpreting HR regulations, policies, and processes to provide technical advice in the resolution of recruitment and placement problems and to identify effective methods for executing HR products and services for assigned organizations.
