Duties

Serve as a National Environmental Policy Act (NEPA) Compliance Specialist for Fort Cavazos NEPA compliance. Integrate NEPA with AR 200-1, identifying proponent, preparer, and review roles and responsibilities of each party in the NEPA decision-making process. Advise proponents on NEPA overall environmental statute requirements, and necessary baseline or special studies when impacts cannot be accurately determined. Ensure that NEPA is implemented in a timely manner in environmental planning and is considered equally with all other planning factors or considerations for all testing, training, tenant and/or contractor. Responsible for communication with environmental specialists or technical experts and proponent and/or preparer, without compromising independent preparation of NEPA as a NEPA Compliance Specialist.

Specialized Experience: One year of specialized experience which includes ensuring National Environmental Policy Act (NEPA) Compliance and related environmental planning, preparing documentation, implementing environmental planning for activities and excavation permits. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Engineering, Environmental Protection, or Environmental Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Environmental Compliance and Preventive ActionEnvironmental Emergency Response SupportEnvironmental Project and Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
