About the Position: Incumbent is responsible for the compliance, implementation, auditing, monitoring and reporting for the National Environmental Policy Act (NEPA) and integration of other environmental programs into planning with particular focus on the Clean Air Act Environmental Programs Division and Compliance Management Branch.
Duties
Plan, develop, implement, and manage environmental projects and programs.
Accomplish environmental goals, mitigate risks, and provide technical advice and assistance.
Advise or develop environmental policy, guidance, or strategies.
Develop and review environmental reports, plans, specifications, permit applications, time schedules, statements of work, and cost estimates.
Ensure compliance regarding the management of air emissions, annual Emission Inventory, GHG calculations, Noise contours, Permitting, permit general and special conditions, potential to emit, attainment and non-attainment compliance.
Determine, interpret, and negotiate requirements (e.g., permit conditions, cleanup levels) with local, state, and Federal regulatory agencies.

Specialized Experience: One year of specialized experience which includes 1. Managing environmental programs to support management operations, ensure organizational compliance with items such as the Clean Air Act, Title V, and Noise Control Act; 2. Minimize adverse effects on the quality of human environment, water, land, species, and air. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
