The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst. The Management and Program Analyst will function in Nurse Administration.
Duties
Major Duties:
The incumbent's major responsibility is to assist in the coordination of the duties, responsibilities and the
functions of the administrative office, such as, developing, planning, monitoring, coordinating and
implementing administrative protocol. Specific areas include administration, human resources
management, budget and payroll, management and data analysis, equipment program, office support,
document control, logistics, and a variety of related administrative matters in support of an extremely
large and complex service and medical facility. He/she oversees various administrative programs,
including the distribution and dissemination of incoming mail, records management, publication and
forms management. He/she guides administrative support to ensure that inquiries, correspondence, and
actions for the area of responsibility are addressed appropriately and in a timely manner. The employee
investigates outstanding, delinquent or incomplete notes. Monitors and assists clinical staff in completion
of medical records/documents, to include unsigned notes, open consults and open encounters. Report
findings to nursing management as deemed appropriate. Assist the HSS in budget execution to ensure
expenditures are consistent with budget formulation plans as the fiscal year progresses. This includes,
request for funds for the Compensated Work Therapy (CWT) fund control point, reconciling of CWT
time and attendance on a monthly basis; monitoring overtime costs each pay period
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: MONDAY-FRIDAY 7:30AM-4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07 for the GS-09 and GS-09 for the GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing management support to a clinical program; developing, implementing and managing clinical and administrative processes and policies; assisting with operational planning and execution. This experience must be supported by your resume to be creditable.

Physical Requirements: The incumbent's work is mostly sedentary, however some walking, standing, bending, and carrying light weight items are required.
