This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Temp/Term Appt. Authority to Meet Critical Hiring Needs to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Training Specialist (Institutional Training) position is located at 1st Armored Division, Senior CDR AUG, G-3 with duty location of Fort Bliss, TX.
Duties
Serves as the G-3 Action Officer for the MSE Institutional Training (IT) Program for serviced personnel, including assigned FORSCOM Active Component (AC) units and Dept. of Army Civilians and Reserve Components during peacetime and mobilization.
Ensures quotas are allocated in appropriate progression sequence, and in accordance with established training paths.
Serves as Action Officer for IT in all matters pertaining to course input, course scheduling, including readjustments, cancellations, and fill rate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent of this position must obtain and maintain a SECRET security clearance.
- Temporary Duty (TDY) of less than 25% annually is required.
- Incumbent may be required to work overtime on an emergency basis.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes 1) designing and/or developing training products for a military unit; AND/OR 2) using automated training databases to track and manage training allocations; AND/OR 3) developing common military subject training support packages such as: task analysis, task summaries, lesson plans, practical exercises, and/or training test modules. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or with a major study in education or a subject area related to the position to be filled, such as, [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
