The primary purpose of this position is to serve as the Senior Technical Advisor to the Operations Training Directorate and second level supervisor for assigned subordinates with responsibility for planning, administering, developing, and evaluating specific training and education services program.

Duties

Duty 1: Develops, interprets, coordinates, and implements program polices and procedures to provide planning, programming, and budget guidance to advocate resources (dollars, equipment, and manpower) for the Security Forces Training Enterprise. Duty 2: As a training program subject matter expert, represents the center in establishing Security Force test and evaluation measurements. Duty 3: Administers the Education and Training Section's annual operating budget. Duty 4: Serves as the Training Division Technical Advisor ensuring enterprise training needs are met for students annually. Duty 5. Exercises supervisory personnel management responsibilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes planning, administering, developing, and evaluating training and education services, especially specific to Security Forces. Experience in managing subordinates ensuring training needs for students are met. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program. 2. Comprehensive knowledge of applicable security manuals, instructions, regulations, directives, executive orders, and laws. 3. Knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. 4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
