You will serve as an IT SPECIALIST (PLCYPLN) in the CRYPTOLOGIC WARFARE REQUIREMENTS DIVISION, WARFARE REQUIREMENTS DIRECTORATE, OFFICE OF THE COMMANDER of US FLEET CYBER COMMAND.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will collaborate with technical and functional subject matter leaders and subject matter experts planning and conducting capability reviews and gap analysis to evaluate current and future Navy shore and afloat networks.
You will apply independent judgement in selecting and applying appropriate IT and requirements analysis methods to engage with representatives in support of program requirement reviews.
You will coordinate with partner representatives in development, submission, justification, and update of requirements for inclusion in Planning, Programming, Budgeting, and Execution, Future Years Defense Program and associated submissions.
You will monitor Navy's Program/Budget System databases, so the command meets all budget cycle requirement deadlines, and leadership is informed of significant program status changes.
You will identify execution year shortfalls and unfunded priorities affecting Navy Signal Intelligence (SIGINT) and cryptologic programs.
You will participate as a functional and analytical Subject Matter Expert (SME)/Command representative in supported working groups and coordinate inputs and responses for final review.
You will maintain a comprehensive understanding of Department of Defense (DoD) and National Security Agency (NSA) requirement and acquisition processes.

- This is a Cyberspace Workforce position, work role code 752, proficiency level ADVANCED, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

Examples of experience demonstrating this competency include: Addressing technical problems pertaining to complex analyses.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience operating Navy shore and afloat networks, Cyber and Communication systems.
-Experience identifying the integration and functionality of Networks and Communications Systems.
-Experience consolidating, coordinating, and prioritizing requirements for shore and afloat networks, Cryptology/Signals Intelligence (SIGINT), Information Operations (IO), Cyber, and Electronic Warfare (EW) programs in accordance with associated policies and guidance.
-Experience researching trends and patterns to develop new methods and identify/refine criteria for SIGINT and cryptologic technology programs.
-Experience utilizing Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) cycle application and coordination.
