The National Institute of Neurological Disorders and Stroke (NINDS) seeks a Supervisory Information Technology Specialist (Artificial Intelligence) who will employ a wide range of AI techniques and solutions, to enhance the performance of our collection systems, enabling faster, deeper, and better explained insights from collection.

Duties

Serves as an Artificial Intelligence (AI) technology expert for AI-enabled applications and solutions. Develops strategies to advance the safe, secure and responsible use of Artificial Intelligence across NINDS. Oversees branch and contract staff in the requirements collection and analysis, development, documentation, testing and implementation of Institute systems. Leads cross functional teams to develop and deploy AI-enabled or integrated solutions for products of varying size and technical complexity. Uses modern approaches for product and services delivery and implements an application development infrastructure for the Institute. Serves as an alter ego to the Chief Information Officer and fully shares with the manager the direction of all phases of the organization’s program and work. Identifies opportunities to leverage and integrate AL/ML technologies and capabilities into the organization processes, products, or services.

Qualifications

To qualify for the Supervisory Information Technology Specialist (Artificial Intelligence), you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND to qualify at the GS-14 level: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: managing integration of Artificial Intelligence (AI)/Machine Learning (ML) technologies into new or existing products or services while owning or having extensive input into the product's or service's mission, vision, and strategic road map; formulating requirements for AI/ML technologies and systems to improve the customer experience of organizational services and/or to increase operational impact; developing strategies to advance the safe, secure and responsible use of Artificial Intelligence across the organization; and leading a team while guiding and overseeing work assignments. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
