The incumbent serves as Supervisory Information Technology Specialist (Chief of the Business Process and Information Management Branch (BPIMB), Office of Cyber Infastructure and Computational Biology (OCICB), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (HHS).

Duties

Develops branch and organizational guidelines, policies and standard operation procedures and makes major recommendations concerning NIAID cyber and information technology policy, with emphasis on business process and content management. Directs the exploration of, and makes recommendations for new or enhanced software systems, and applications related to business process and content management. As Chief of the BPIMB exercises the following supervisory responsibilities: planning, assigning, and directing the work to be accomplished; ensuring timely performance of satisfactory amounts and quality of work. Oversees and directs the planning and implementation of large, complex cyber and information technology projects as well as feasibility studies and other analyses for business process and content management. Ensures the quality of services supporting business process and content management technologies especially as it relates lo preparation for and completion of key industry and regulatory audits. Assures that cyberinfrastructure, computational biology and information technology software is developed in a secure manner. Identifies future technology requirements and plans, and presents, justifies, and defends requirements end costs to appropriate NIAID and NIH officials.

Qualifications

In order to qualify for a Supervisory IT Specialist, GS-2210 position at the GS-15 level, you must have: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations, AND have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing the design, development, implementation, and management of cyber technologies software systems and applications; providing technical management for cyber and information technology projects; managing resources for cyber technologies development and administration; and conducting feasibility studies and analyses to identify requirements and potential new cyberinfrastructure, systems, and applications.
