The Department of Clinical Research Informatics (DCRI) is actively seeking candidates who are looking to embark on an exciting career opportunity. As a Supervisory IT Specialist, you will use your skills and insights to provide program direction ensuring appropriate use of technology and information management that promotes health and research productivity, which directly affect users participating in innovative Clinical Care and Biomedical Research.

Duties

The Chief of Technical Operations serves as an alter ego and shares fully with the Chief Information Officer in the management of all phases of work. Collaborating with the Chief Information Officer in policy development and guidance, program direction, and the exercise of departmental authority over the information systems throughout the Clinical Center. Promoting effective IT operations by implementing budget-linked capital planning and performance-based management. Providing policy direction, leadership, and oversight of functional activities of IT which include: internet and intranet services, networked desktop computers and work stations; telecommunications; and other information management systems. Guiding the development of strategic planning for IT functions. Ensuring that information systems effectively provide financial and performance data. Leading the Institute in implementing the Information Technology Management Reform Act. Participating in formal and informal management planning, policy and decision making sessions with senior managers and technical specialists regarding administrative and technical changes. Overseeing the development of policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data Developing and implementing plans for integrating new and cutting-edge technology and upgrading existing technology.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • This position is designated as a Tier II "non-emergency/teleworker" position.
  • If selected, you must pass a pre-employment medical examination, provide evidence of immunization, and be free from communicable diseases.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies: 1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail; 2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving: identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations, AND, You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing oversight for an IT program which includes internet and intranet services, network desktop computers and workstations, telecommunication systems, and other information management systems; managing the day to day operations of an IT program to include technology execution and maintenance, supervision of IT personnel and contractor support, and managing an IT budget; conducting strategic planning and policy development activities for an IT program in order to ensure the efficiency, productivity, and improvement of IT processes.
