The Department of Clinical Research Informatics (DCRI) is actively seeking candidates who are looking to embark on an exciting career opportunity. As a Supervisory IT Specialist (Systems Administrator) you will use your skills and insights to lead a dynamic team committed to delivering secure, responsive, high-quality, customer-oriented information technology services that foster excellence in support of innovative Clinical Care and Biomedical Research.

Duties

This position serves as the Chief of the IT Capital Planning Office within DCRI. Incumbent will be evaluated on the effectiveness of his or her EEO performance. Managing a variety of functions to support the operations and customer service of the Department through subordinate organizations and staff. Determining the necessary goals, objectives and initiatives to achieve the strategic direction and develops plans to implement these. Evaluating staff and organizational effectiveness in accomplishing assigned goals and tasks. Trouble-shooting problems that arise in accomplishing the goals and objectives; develops and implements more efficient and streamlined methods and procedures; establishes priorities; analyzes issues and makes decisions based on supportable data and judgment; coordinates and collaborates with other managers across various Departments within the Clinical Center and NIH. Performing administrative functions of the department including contracting and procurement, budgeting and financial management, asset management, travel, and training. Ensuring the preparation of statements of work and evaluation criteria. Participating with the selection of vendors; Preparing statements of work, evaluation criteria, and sole source justifications; performing technical evaluations; and coordinating work with the Contracting Officer Drafting, planning and executing the budget for the Department and provides periodic executive leadership budget reports and responds to requests. Planning, development, and evaluation of the CC Information Systems Security Program. Promoting effective IT operations through management of projects, systems configuration and employee/systems performance

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

In order to qualify for an Supervisory IT Specialist (SysAdmin), GS-2210-15 position at the GS-15 level, you must possess: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector in the IT field or through performing the following types of tasks: 1. Performing the design, development, implementation, and maintenance of IT infrastructure, systems, and applications; 2. Conducting strategic planning and policy development activities for an IT program; 3. Performing system configuration management activities for new or innovative systems; 5. Performing Enterprise Lifecycle analysis to facilitate in the development, implementation, and maintenance of complex IT architecture; 5. Assist with the development and execution of an IT Program budget portfolio.
