As Supervisory IT Program Manager, the incumbent functions as the Business Application Services (BAS) Chief Service Area Manager, and is responsible for providing supervision, management, and direction for the BAS staff.
As Supervisory IT Program Manager, the incumbent functions as the Chief of Network Services (NS), and is responsible for providing management, leadership, direction, coordination, and day-to-day guidance for the Network Services team.

Duties
Plans, develops, organizes, and directs a comprehensive program of IT services that supports the accomplishment of the NIH mission.
Directs the development of goals, objectives, and plans for IT programs, ensuring consistency with goals, objectives, and plans established at
higher levels.
Initiates and oversees the implementation of changes to program activities to improve the overall quality, effectiveness, and responsiveness of the services provided.
Establishes, maintains, and improves internal controls and administrative procedures and systems including personnel, contracts, and financial operations.
Analyzes and evaluates management policies, requirements, operations, and budget to facilitate a more efficient and effective office.
Directs the establishment, coordination, and continuation of relationships with customers throughout NIH.

Qualifications
To qualify for a Supervisory IT Project Manager GS-2210-15 position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate IT-related experience must demonstrate each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-15 level: To qualify for an IT Project Manager position at the GS-15 level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing IT services and programs for an organization; overseeing analysis to identify customer requirements for IT services; leading projects for the development and implementation of IT systems and services; AND providing leadership and direction to other staff in planning and delivering IT programs, projects, and services.
