The incumbent is a Program Analyst at the Edward Hines, Jr. VA Hospital (Hines VA) for Quality and Patient Safety Service. The purpose of the Program Analyst's work is to analyze, evaluate, and advise/participate in improving services offered at Hines VA, a complex, multi-campus facility.
Duties
This Program Analyst position is responsible for all aspects of VHA/facility performance measures, the External Peer Review Program (EPRP), Executive Career Field (ECF) plan for the facility, the Strategic Analytics for Improvement and Learning (SAIL) reports. Work includes specialized support services for facility performance improvement, which includes assisting with accrediting organizational reviews (i.e., The Joint Commission, Commission on Accreditation of Rehabilitation Facilities, Network External Reviews, Office of the Inspector General, Office of Medical Inspector, etc.).
Major duties include, but is not limited to:
Serves as expert for all Performance Measures within the healthcare organization.
Analyzes, evaluates, advises and/or coordinates improvement in organizations healthcare delivery systems and operations.
Responsible for all aspects of performance measures and monitors (i.e., EPRP, SES, SAIL, IPEC, ORYX, etc.) to enhance the quality, efficiency, and effectiveness of programs, in collaboration with the EPRP/SAIL Quality and Performance Improvement Nurse Consultant.
Plans and conducts studies, analyzing findings and making recommendations collaborating with applicable staff members; and prepares reports, which are presented to managers, committees, and the Executive Leadership Team
Uses independent judgement and knowledge of management analysis theories and practices to understand difficult and complex problems that require coordination between services.
Maintains and updates performance measure SharePoint ensuring timeliness of information sharing across the organization.
Assists with gathering, comparing, and maintaining documents required for various scheduled and unannounced accrediting body surveys.
Identifies existing or potential problem areas by building internal tracking tools and reports utilizing software packages (Access, Excel, Word, PowerPoint, Pyramid Analytics etc.) and recommends corrective actions for preventive measures.
Performs objective internal assessments and studies to analyze variances and leads interdisciplinary teams in the development and execution of complex projects impacting the delivery of patient care.
Work Schedule: Monday through Friday, 8hr tour between 7:00am to 5:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Preferred experience: Analyzing performance measures, EPRP/SAIL experience.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Proficiency in applying qualitative and quantitative methods resulting in improved processes and productivity for healthcare-related programs/projects; performing examinations of functions and work methods including examination of past, present, and predicted workloads; knowledgeable of organization's mission, regulations, policies, precedents which directly impact facility programs; comprehensive knowledge of organizational and analytical techniques to glean information for patient care improvement and organizational performance measures, goals, and objectives; presenting proposals to work groups and leadership.

Physical Requirements: The work is primarily sedentary. May require periods of walking, standing, bending, or climbing. The incumbent will be expected to carry light items such as books, laptops, and other materials from time to time.
